County Manager

Leadership Team

The County Manager is appointed by the Board of Commissioners to administer the daily operations of the government, in collaboration with other elected and appointed officials. He is supported by a team of executives with oversight of operating departments.

Dick Anderson

County Manager

Richard “Dick” Anderson was appointed Fulton County Manager in March, 2015 and serves as the top administrator for Georgia’s largest county. He leads an organization of 4500 professionals with a $1 billion budget serving over 1 million citizens.

Sharon Whitmore

Chief Financial Officer

As CFO, Sharon Whitmore leads all internal shared services functions including Finance, Information Technology, Purchasing and Personnel, and will be responsible for internal departmental satisfaction with shared services and efficient operations.

Alton Adams

Chief Operating Officer Justice, Public Safety and Technology

Prior to his appointment as Chief Operating Officer Justice, Public Safety and Technology in December 2021, Alton Adams served as Fulton County’s Deputy Chief Operating Officer for Public Safety.

Pamela Roshell, PH.D

Chief Operating Officer Health, Human Services and Public Works

With over 20 years progressive experience as a health and human services executive, Pamela Roshell is Chief Operating Officer for Health, Human Services and Public Works for Fulton County Government, where she provides operational leadership and strategy with a team of 6 departments, a $300+M budget and over 500+ staff and contractors.
